Why would you want to know??!!
If you know how much the house is worth then you can check the council tax band rate at your local councils website.
If you don't know the worth of the house I don't see how you could find out unless you just ask them!!

Shove their postcode in www.voa.gov.uk and snoop til your heart is content.
Alternatively your local council's website should have the same on-line facility.
