Everything is a Theory.
My Theory is that it is the same. When we address the letter "A" it is the (A) in question. As you can see, I must quote "A" only in emphasis as it what is questioned. If, I say we talk of A in this question then the syntax is incorrect, as the "A" we speak of must be emphasized. The emphasis as already shown can be (A) but the common rendition is to use "A" when speaking of (A).

One could write a thesis on this and still not prove anything one way or the other. Human beings and what they have available to work with is still extremely limited.
