my mom decided to go through all my clothes that i didnt want anymore and make an outfit...i have a purple and black plaid mini skirt...and a black billabong shirt with a purple dragon on it and to complete the outfit lets top it off with black leggies...now my mom is 38 do you think this is acceptable...?

no definitely not! my mom is 38 and i have to admit she did the same thing i had 3 pairs of jeans that i had never worn and i gave them to her to give to goodwill and she has been wearing them! it's so embarrassing unfortunately we are both a size 3 in juniors so she wears my clothes all the time! but hey if it doesn't bother you why not? lol just tell her what you think hopefully you will have better luck then i did.......

I don't really think that's appropriate for your mom. Instead, convince her to wear a dark-wash pair of skinny jeans, dark brown heels, and maybe a brown, empire-waist top. For accessories, tell her not to go too overboard, maybe just a brown beaded bracelet. Help her when she's shopping. You may want to recommend her for a makeover show like... Style her Famous or Ambush Makeover. They'll show her how to dress her age and look stylish and sophisticated.

the outfit looks funky and mostly for teens. sooo it must be really weird for her to wear that. but if she doesn't mind then let her wear it. =]
