Firstly, for them to have taken your money you must've given them your credit/debit card details. There may be a genuine mistake on their part and you were overlooked. Or maybe they tried to deliver sometihng but no-one was in?

Try emailing or phoning the people who run the website.

If you paid via Paypal, they have a procedure for this on their website at paypal dot com.

Failing this, report the company to the bank. If you live in the UK and paid by credit (not debit) card, your credit card company is jointly liable for any losses and you can make a claim from them, provided you have not been careless with your credit card number - entering it into inconspicuous websites or on sites that are not SSL encrypted (https)

If this fails, report them to the police or trading standards. However if its a foreign site, you are unlikely to get very far.

You can find out who the website is registered to at http://www.whois-search.com/

To officially report the site you notify The Internet Ombudsman. I have forgotten the address but do a YAHOO or Google search and you will get the address.

what do you want to report about it? If there is something illegal on the site report to the police/security services.
