I don't see how it was offensive, but it was certainly flip and not very good advice.
Did you articulate that he should sell his car for the purpose of paying the tickets? It could be misunderstood as very bad advice to just sell the car to get out of the traffic system, which does nothing about old tickets.
The soap on a rope comment was also out of place, as the sort of problems you meant to imply are generally encountered in prison, not in jail, and it's doubtful that they let you take any kind of rope into either place.
The phrase I've heard judges use is "If you haven't paid these tickets by the next time we see each other, bring your toothbrush".
Of course, there's no guarantee that that wouldn't have been just as poorly received. If it was one of these guys who goes around all the time just waiting to be offended, then there's nothing any of us can do.

Was a very nice answer to his question, except for one thing. Should of told him to get 2 soaps on a rope in case one rope broke!

Your answer was rather straight foreword, but certainly not offensive. Today it seems that people are overly sensitive about what others say. He asked the question and you answered in a way that was very understandable.
I once responded to a question that was so poorly written that it was not understandable. I suggested that he resubmit the question but first get help with correct wording. Apparently he was offended and turned me in. I did nothing wrong and only tried to help him. Such people should be less sensitive.

That's not offensive...don't sweat it. Whoever was offended, has thin skin and needs to be poked a couple of times to "toughen up".
Obviously, if they were afraid of going to "jail" for a parking ticket....they have some growing up to do.
