There are several things you can use to do this.
Internet Explorer 7 has a built in pop-up blocker. Go to Tools>Internet Options>Privacy tab>Check Turn on Pop Up Blocker
Firefox has one built in. Go to Tools>Options>Content>Check Block Pop Up Windows
Google Toolbar has a Pop Up Blocker: http://toolbar.google.com
I believe the Yahoo Toolbar has one as well:

Pop up blockers are useless and just a waste of space. You need better protection than pop up blockers and whatever virus/spyware/antivirus software your using. A good spyware program will stop these pop ups.
The best software you should get is Spysweeper with Anti-virus, this software is too good and gets better everyday. This is ELITE software. It blocks over 174,500 threats. No other software can compete with that or come close for that matter. It catches everything and has active shields. I've used them all and it is 2nd to none.
Don't waste your time with AVG, spybot, ad aware, CA, spyhunter, mcafee, superantispyware, avast, panda, kaspersky, windows defender or anything of the sort. Stay away from anything that is FREE when it comes to spyware and antivirus. There is a reason why they are free. They are NOT good.

If you are using Internet Explorer 6 (Windows XP SP2) or IE 7, IE has its own popup blocker. On the menu bar, Tools > internet options > Pop Up Blocker > Pop Up Settings. Many toolbars also come with a popup blocker, such as Google and Yahoo! toolbars. Google toolbar seems to do a better job than Yahoo!
There is another possible explanation for the popups. Adware are malicious files which can infect your computer and display an endless stream of popups. Oftentimes, adware come bundled to another download program or, the worst offenders, install themselves without the user's knowledge. I recommend you download and install Lavasoft's Ad Aware of Spybot Search & Destroy, both are free and very effective. These days, a computer connected to the Internet should have at least an antivirus, firewall and anti spyware program. You can find both Ad Aware and Spybot at (http://www.filehippo.com/software/antispyware/)
BTW, if you want to test the effectiveness of your popup blocker or any popup blocker, go to the following website (http://www.popuptest.com/). The website will run a free scan. The scan tests a popup blocker's effectiveness in blocking common popup techniques. The site also has an extensive list of both free and for pay popup blockers.

If you're using Firefox browser, pop ups can be blocked. Just go to Tools configuration of Firefox. Some smart pop-ups or malware or adware can bypass Firefox. Use a reliable antivirus protection in your computer. Use CCleaner too to clean up junks from your computer. Delete any temporary files in your browser.

A good Hosts File will block ads, pop-up, and countless harmful sites for any browser you choose to use. It's probably the best free security measure you could implement. Manually update it every 2 to 4 weeks for optimum protection.

Your browser may already have a pop up blocker and you need to enable it, or you can download software for that. But IE and firefox both have pop up blockers in their settings.
