Leaving it up could cause the hardware to stick or rust and operating it in the future could be bothersome( sticking not locking in place). and if it is windy it could cause damage to it and the furniture around if if it is blown over .

Only time I lower my umbrella is when a storm is coming so it doesn't blow over. Once the rain has come and gone I open it up so it can dry. After the fall is over and during the winter I take my umbrella down and store it in a dry place until the spring time.

You really should lower it when not in use. Gusts of wind can ruin them. It is not a good feeling when a sudden storm comes up and you have to run outside to lower it in a downpour. Even worse feeling when you see it blowing across the yard or hear it hit the house.
