Centurons win.

They are best armed, led, and paid of Roman Empire. Their
strength is one of tactics and armor. The battle formation against Kung Fu Monks wouth be square six ranks deep
normally employed against fluid and speedy calvary. As man
fall the square becomes smaller but remains both mobile and
deadly for attackers. Were calvary the threat all three ranks would present javelin points but against Kung Fu the front line of square has rear rank javelin replacements at-hand to throw by volly or jab with others amid shield wall. Once javelin is
pressed into trunk of foe it can only be pulled free by pushing
shaft through body or slicing flesh free of barbed iron point.
Roman swords are edged, pointed, and intended to stab any enemy too close to shields.

One on one is not a Centurion strategy. The Centurions wear leather sandals having metal studs upon soles for traction over bloody soil and to trample all that fall before them; rear ranks are adroit at crushing foe to death as none should have opportunity to rise afterward against Rome. As Empire Elite the Centurians have been extensively drilled and blooded in previous battle to act in manner best suited for Legion survival.

Their principal risk is breech of formation for line flanking or rear assaults. Kung Fu Monks have the technology to break a Roman Square using gun powder in rocket artillary, laid torpedo, and toss of crockery grenades. These Asians lack tactical ability they require follow-up gunpower created destruction by acting as units and the body armor to survive long contact with western ranks of drilled weapon use. Ability to be a superior warrior is negated by simple numbers and even a little grasshopper knew the Imperial Chinese Army was dangerous enough to destroy warrior-priest guarded Kung Fu Temple Schools.

I would have to say the Romans.
Both groups are mortal men with no real supernatural abilities, even though the monks may seem at times to have them. Both groups are masters of their particular native weapons, both are highly trained and disciplined, but only the Romans wear armor and carry large shields. Remember that quite a lot of the Oriental weapons are not designed to attack heavy iron armor, such as nunchuku, flails, tonfa, staves, even shuriken. The Romans on the other hand have bows, and even though it is possible for a highly trained monk to dodge or slap arrows out of the air (I've seen it done) it is very difficult to keep that level of concentration on a battlefield where multiple arrows or spears are coming your way - forget the movie "Hero", it's not gonna happen.
As for the monks firing bows, nothing is getting past the turtle.
The Romans will roll right over the monks, and not allow themselves to be separated. The relentless march of the shieldwall bristling with second-rank spears and stabbing gladii are more than enough to inflict heavy casualties on the monks, who simply don't have that many open targets. Rome did this so successfully that their Empire stretched from Britain to Germany to Romania to Israel to Northern Africa to Spain, all points inbetween, and even further at various times. Their military might controlled three quarters of the Known World, and very few foes could beat them at all.
It's a battle of attrition, because the monks might as well be attacking a brick wall.

Kung Fu Monks. They are elite warriors, not only warriors, they have wisdom. Fast reflects and their meditation skills give them an edge in battle- healing, focus attacking and concentration.

Centurions. They have equipments, but strip off what they have, they are just an average people with little combat skills.

So, overall, Kung Fu Monks will win, because this is a "pitched battle", Kung Fu Monks have the edge due to their nature and the ability to meditate which enables them to access enemies weaknesses. =)

The Centurions.

They got into their turtle formation and when the monks got in close to do damage - the spears came out making monk-kebabs.

Centurions work better as a group and the monks would have a real problem getting past their armour!

apart from being bloodthirsty bast@rds the centurions were trained to fight as a unit so I`d put my money on the Romans.
