i just got a new digitech BP80 effect pedal and before opening it i want to make sure that the two effects are the same:
I WANT: bass synthesizer
IT HAS:: synth talk
are "bass synthesizer" and "synth talk" the same effect?

I expect Synth Talk will probably just be an auto filter, bit like wah wah but more of a talk box sound. This will just process the bass sound.
A Bass Synth will actually take the pitch and volume of the bass and GENERATE a whole new sound around those.
^Hope that helps, I'm not sure about the synth talk but I expect it's along those lines.
