It really depends on what you want to do and the lifestyle you want for your retirement

If you want a sedate lifestyle by the beach, you can either go to Boracay and open another inn or restaurant. If you don't like the fast-paced life in Boracay, go to Palawan particularly in the El Nido area - the El Nido island resort is upperclass (about $350+ per day) but the El NIdo town is quiet and not as crowded as Boracay

Or if you want the hustle and bustle of the city, you have Metro Manila or Cebu or even Davao.

One of the hottest businesses right now in the Philippines are call centers, which is something you can even operate in the provinces. I know that Sony USA has their customer care center based in somewhere in Mindanao (probably Cagayan de Oro or Cotabato).

Important thing to remember though: politics is closely intertwined in the Philippines especially if you need permits for your business (read: grease money is very important and a way of life)
