when i start my windows a message pop-up saying "sti_ci32.dll: a device attached to the system is not functioning" then when i connect my cam & use it the light turns on but nothing appears-all black!

Sounds like a missing device driver.
On Microsoft.com OR Google, search for: sti_ci32.dll
to find out what it does (and what it's for) in Windows.

I concur.
"sti_ci32.dll" is the Still Image 32-Bit Class dynamic linked library from Microsoft. It's a class that probably is missing a dependency and needs an uninstall/reinstall of your webcam drivers and/or software.
