How do I turn Pop-Up Blocker on and off?

Double click on the white hand in the task bar off turns grey then double click turns white and on.~~

If you are just trying to make an exception for a site, you don't need to turn it on and off. For most blockers, if you hold down the Control key on your keyboard while clicking on a link, it allows pop ups, just for that click.

Well it would help to know if you was talking about the windows popup blocker or one that came with an antivirus or spyware software you have installed on your computer...

Hmmm, right click on your tool bar, is there an option there to turn it on / off?
If not, go into programs and find it and look for the option there.

What antivirus or firewall software do you utilize? oftentimes, there'll be an icon on your tray which you would be able to click on directly to alter the settings. (A yellow sheild or a blue/eco-friendly globe are ordinary ones).

if you are using internet explorer, goto tools->Pop-up blocker
and click on turn off pop-up blocker
thats all.
