Actually the error started in 1992 in Australia which should have been held in 1991 after the 1987 WC in India-Pakistan.
The error was rectified during 1999 WC in England.

Well theres a cricket world cup now and its 2007 so two lots of four years previously would be 1999 but that still doesn't answer your question.

History:
If we look at the history of this game then we can find that this has stated by the English men and later got popular with the colonial rule of British. However, record shows that the first cricket test match was played in the year 1877 between Australia and England and later in the year 1889 South Africa got the status of test playing nation. After that its popularity brought West Indies in 1928, New Zealand in 1930, India-1932, Pakistan-1952 as test playing countries when a single match continued for 3, 4 or 5 days. From then different cricket playing nations tour each other to participate in various cricket tournaments.
To make it more popular the shorten version of the cricket introduced that started from domestic cricket in every country. The short version of the cricket became more popular as it lasts only for one day and hence came to known as One Day Cricket. The popularity of this form of cricket in many countries makes ICC to form an international contest with a Cricket World Cup. But it did not confined to only test playing nations but national teams who have qualified in various one-day matches organized by ICC.
Tournament – The first cricket world cup was organized in 1975 by England with each match consisting of 60 overs (six-ball). Eight teams including England, Australia, West Indies, Pakistan, India, New Zealand, Sri Lank and East Africa were participated and West Indies was the winner; who defeated Australia by 17 runs. This is also known as Prudential World Cup after its official sponsors Prudential plc .
The next two world cups: 1979 and 1983 were also hosted by England where West Indies and India were winners of the respective tournaments. The 1987 world cup was first one held outside England with each match having 50 overs. In the final match, Australia defeated England in a margin of 7 runs. The 1992 world cup was co-hosted by Australia and New Zealand in which South Africa participated for the first time and Pakistan was the winner defeating England by 22 runs.
The 1996 world cup was hosted jointly by India, Pakistan and Sri Lanka in which Sri Lanka defeated Australia by seven wickets to won its first ever WC trophy. In the 1999 world cup Australia was the winner who defeated Pakistan. The last one was the 2003 world cup that was hosted with the joint efforts of South Africa, Zimbabwe and Kenya; and Australia became the highest number of world cup winner (3), defeating India by 125 runs.
Over the years, the World Cup, as cricket's premier tournament, has expanded with more and more team participating in every World Cup. In the 2003 WC, there were a total of 12 teams participating in the tournament. But in the 2007 world cup i.e. going to be held in West Indies from 5th March, four new teams will participate by taking the total number into 16.
