Go into Device Manager and see if the internal USB hub is working or has been disabled.

If they have worked then look at the drivers in my computer-properties-hardware- device list and look for any warning symbols. Generally a problem can be fixed by removing the faulty device from the list and re-booting to force a re-detect.
If they've never worked check they are enabled in the BIOS.
NB Make sure you aren't plugging in too much load, 500mA max per port on the motherboard (may appear as more ports on the case). A Broadband modem could use all of one ports power easily.
