where and how do you get eevee in pokemon diamond and pearl?

You can get Eevee after you get the National Dex (beat the elite 4, see the first 150 Pokemon) and then head to Hearthome City. go into the house directly beside the Pokemon center and talk to the girl inside. Answer her and she'll give you an eevee.

After beating the elite four and champion and obtaining the National Dex, you can go to the house beside the Pokemon Center in Hearthome City and talk to the lady there and she will give you an Eevee. You can also get one after obtaining the National Dex by going to the Pokemon Mansion on route 212 and talking to the owner on the right hand room. He will say that he saw a different pokemon each day in his garden. My first time he said he saw a Jigglypuff and the next day he said he saw an Eevee. Though I'm not sure when Eevee appears but eventually he'll say so. When he does just go into the garden through the back door and just search.

either get a male eevee or get a ditto if it was me i would try to get a ditto cuase they can breed with any non legendary pokemon that has a gender and fyi the pokemon has to be the same pokemon but of a diffrent gender to breed

well if u have a eevee from your other games like fire red or leaf green trade it over 2 diamond & pearl that i have 6 eevee's in my fire red game waiting 2 be leveled up 2 level 100 and then 2 be traded over 2 diamond and pearl which i don't own and i don't own a pink ds lite yet but i will soon.

You can get one from this chick named Mizuki in Hearthome City or in the back of the Pokemon Mansion.
