EDIT PER ADDITIONAL COMMENTS:

I guess what we have here is a failure to communicate. Having a "Portfolio" means that one is in the Cabinet. There are 22 Ministers plus the PM. Okay?

Per the "Ministerial and Other Salaries Act of 1975" the number of porfolio's in the Cabinet is limited to 22 Ministers With Portfolios.

How many seats are there in Parliament?
How many portfolios are there in the Ministries?
How many people staff the Ministries?
All of the above?

It varies. In 1654-59, the first protectorate parliament there were 460 MPs. In 1918-22 there were 707. The numbers went down after then mostly because Ireland left the UK, so its MPs left parliament. Fluctuations usually occur because constituency boundaries are changed - they also have changed because of the Scottish and Welsh assemblies.

From 2005 there have been 646 MPs.
