I mean, in peacetime we become feeble of mind and spirit. The warrior muscles of our nation's military atrophy with disuse. These muscles need to be flexed from time to time.

Making a list of "enemies of america" in an order of most to least dangerous - making sure that there are no seriously powerful countries on there such as China. Iraq of course is top, then Afghanistan and Iran. Once the war is over (won or lost is absolutely irrelevent - the point of the war was to have a war, not to win it) that will free up soldiers to fight in Iran. This war will also be without clearly defined strategy, because it is not needed. The aim of the war is to destabalise the 'enemies' of the US, to increase spending on the military, to quash dessent and to increase control of the populace. Bringing democracy to the region is the pretext which may be hid behind, because any fool can see that's simply not possible.

Through this the government can justify higher taxes, reduced liberty as well as having a common enemy to justify any points of view that may be disagreed with. The deaths of soldiers and civilians - no matter how numerous - are irrelevent to any government following this policy.
