Intel's integrated graphics is pretty useful for 2D graphics but sucks in 3D. A discrete graphics card(Nvidia Geforce or ATI Radeon) usually has a more powerful processing unit and onboard videoram (independent of system RAM). Better gaming performance (in CRT or LCD) is obtained from discrete graphics card. Budget cards cost $50-85. Better ones cost $100-290. Powerful high-end cards cost more than $300.

Depending on what you want to use the graphics card for will determine the cost you will pay for it, but in most cases yes it will be better than onboard intel chipset and yes it will work with your LCD.
