With Meg Ryan and Dennis Quad? If you are referring to that one then it's called "Inner Space".

I remember seeing the original 'Fantastic Voyage' in the 1960's when it was released. It was about a famous scientist who had developed a brain condition that could not be operated on. Science had, in the film, found a way of shrinking objects so three volunteers were placed In submarine that was first shrunk to about six inches long, then placed in a glass tube full of water. This was then shrunk to the size of a hypodermic needle and injected into the scientist. The submarine sailed around the veins, getting involved in many adventures such as the battle against the anti-bodies, until it reached the brain and destroyed the tumour with a laser beam. The submarine became damaged and could not get back to the point of entry. Eventually it came out in a tear from the patient's eye and was returned to it's normal size. Very far-fetched, even for those days, but quite enjoyable to watch.

It is called "Inner Space". It was made in the 80s, not the 70s, and it stars Dennis Quaid, Meg Ryan, and Martin Short.
