The exact origins of the twelve animal system remain unknown. However, legend has it that, once upon a time, the Jade King was bored, having nothing to do in Heaven. He did not see what was happening on Earth, as he had servants satiating his every wish and desire. He decided that he wanted to see the animals that inhabited the earth so he sent word to his advisors to bring him twelve animals (which he considered to be a good sampling.) The advisor first sent an invitation to the Rat, telling him to also bring the cat. The Rat's jealousy prevented the cat from actually receiving the invitation.....

I got that from a website about the history of the Chinese Zodiac......

it's said that there was a big race held by the Chinese gods in which animals would take part and the 1st 12 animals to reach the god's gate on the dawn of new year would name the next 12 yrs after them and this would be the Chinese zodiac .there's no cat in this becoz' the rat tricked the cat into thinking that it was a day later . so the cat never reached the gate and thus isn't in the Chinese zodiac.

Chinese Year Of The Cat

Legends say that there was a grand banquet and the first 12 animals to attend would have a year made in honour of there name. There was one problem though, there was 13 animals. The day before the banquet the rat told the cat that it wasn't tomorrow in fact it was in 2 days time. So in the end the cat missed the grand banquet because he was tricked by the rat! You should read Friuts Basket! It explains it all in there!

There are three theories for this answer.
1. The rat promised the cat to wake him up on the day of the big race, but never did. That is why the cat and rat are such big enemies today.
2. The cat did reach the river, but cats can't swim, so the cat never did cross the river.
3. The tiger thought itself a much better cat than the normal cat, so he went instead.
It depends on which you believe.
