No - expect this to take closer to 4-6 weeks. You have to wait till all the ammonia and nitrite are being converted to nitrate to be fully cycled. You're right about where you should be for a tank running for a week with more nitrite than ammonia, but you've still got a way to go. Don't add fish yet! Nitrite is just toxic to them as the ammonia and even the ammonia is still at very harmful levels. (If you already have fish in there please do water changes every day or every other day for their sake. The chemicals will be burning and scarring their gills, and slowly killing them.)

It sounds to me as though you're on the finishing half of the cycle though. The nitrite only spikes after the ammonia has finished its spike, so now you're just waiting for both levels to drop.

It's only safe for fish when both levels are at zero and can stay that way for a few days even with you still adding ammonia to the tank.

just start with cheap fish they will help cycle the tank. your cycled enough for guppies tetras goldfish balas ect... just wouldnt throw any delicate fish like angels or knife

no not yet, but you should get a little cheap fish. that way he can poo, and pee(EEW), and get the tank all set up for your new fishys . but your getting there!
