The dictionary defines race as a group of persons related by common descent or heredity. It would basically be people who share genetically transmitted traits as skin color, hair texture, eye shape/color.
To be ethnic would mean to share a common and distinctive culture, religion, language, etc. This would also include those who are part of a national group by heritage or culture but are living outside of its national boundaries.
Based on the above definitions:
RACE: People descended from Indians; based on what you look like.
ETHNICITY: Ethnic Indians living in Japan; based on what your culture is.

There is no such thing as race.
"Race" was invented in the 19th century by Europeans has a means of justifying empire and racism.
They argued that there were biological differences between the "races". They said that all humans were divided between Caucasoid, Negroid, Mongoloid, and Australoid races.
Biologists (and most educated scholars) now recognize that there is NO SUCH THING AS RACE. Certainly, there is absolutely NO biological or genetic basis to any such thing as race. The simple fact of the matter is that there is far more genetic variability WITHIN the so-called races than between them (for example, if you took two Chinese people, chances are they are just as genetically different from each other than if you took a Chinese person and a French person).
Ethnicity is probably real. But there is no scientific basis to ethnicity. Ethnicity is a difficult and complicated concept. It is based purely on society and culture.
The strongest determinant of ethnicity is who your parents were and where you were born. That could also be called ancestry.
But ethnicity is also learned and adapted from your environment. Thus it is cultural and it is FLUID.
You could be born to Indian parents in India and thus be Indian ethnically. But if you moved to the US at age 3 and grew up with American culture then you could just as easily be American culturally.
There is no scientific way to measure or describe any of this.
We all just need to be more accepting of different and agency and realize that we are all human and that's all that really matters. Treat everybody as an individual first. Don't make stereotypes about them based on any assumed group identity or 'race' or ethnicity.

OKay, this is how I see it - there are five major races - Mongoloid (Chinese, Japanese, etc.), Asian (Indian, Malayan, etc.), Caucasian (European, American, etc), African and Australasian.
Race is dependent on your parents and the genes, while ethnicity ahs a lot to do with the culture and values you are brought up with. As an example, All Indians can be said to be of the same race, but different ethnicities - like Andhra, Kannada, Tamil, North Indian, Oriya, etc.

3 races and thousands of life style acceptable by many of the clan which one may belong to.
This is very simple! lol
For example I am African /Indian= black , born Muslim yet a Nomad on the northern continent shores. wudabi falani tribe is the tribe I belong to.
