Almost certainly you are referring to the planet Venus, which is low on the western horizon in the evenings these days. It sets around 11:00 pm.
Venus is at its closest approach to the sun right now, and has an opaque atmosphere that reflects a lot of the sun's light, so it appears quite bright.
