What are this little small black dots in my car bumper and on the lower car doors?

Probably tar. Use Bug and Tar Remover from Turle wax, Should clear the problem.

Could be tar, soak it with kerosene thoroughly, wait for a few minutes and wash off with a mild car wash detergent

Road tar.
Use WD-40 and an old T-shirt to remove them.

tar or stuff from the road...use some cleaner to buff it off..lots of times it just wont come off
