I chatted with a friend about a person I know and she said that the person probably has trouble connecting with choices. How would you interpret this?

For a person to connect with choices, they must observe what is around them, make their needs known, be able to initiate contact, be motivated, and research as you have done by asking this question.
You connected to yahoo answers as your choice.

If I were a psychologist perhaps I would have a more scientific approach to the explanation. The simple side is to explain it away as something that all humans have. We are all extremely overwhelmed and flush most of this down the drain as excess and useless or as having less value and therefor not the prime choice for the moment that will be the best choice to make to satisfy the real phenomenon and the most perfect way to objectively respond but that too is a choice. Some do this with the maximum of their psychological forces, as is this is a pain to do and others do so easily and with no effort at all. We are all different and not all solve the same problem the same way. But a choice is made one way or the other and that means all the other choices are not taken advantage of or cannot be taken advantage of.

The person is hesitant.

That usually happens because one is afraid to make a choice, fearing that it will be wrong, or that it will lead to enslavement to that choice.

This is generally a self-confidence issue, or the choices might both be attractive, or the choices available might just be crappy..
