There is a program called the Small Business Administration that will answer all your questions. Know that better than fifty percent of all new small business fail within the first year.
The employees, you have to provide worker's comp for injury, sick leave, vacation time, etc., unless you hire them as independent contractors, i.e., Avon sales people.
You will need a business license in the state and county, and possibly city, where you live.
You will need liability insurance for the company assets.
There are so many things the best thing is to contact the SBA.

With the state you just have to make sure that all paper work is filed correctly and fees are paid and then every year pay your franchise tax or any other fees required. BizFilings can also help you with this. You can contact the customer service department mon-fri 8-5 central time and someone will be there to help you with these needs.

Read several business books before you consider anything. Whatever you want to do has to attract people year round. You need the right location and an idea of what your budget would look like. And you have to realize that every 8 out of 10 businesses fail.

In addition to ensuring that you fulfil all the legislative requirements, make sure you have a good business model. There must be a market for what you want to sell. Have you done enough feasibility studies? How much capital does it need? How much savings have you got? How many months can you afford to feed the business before it takes off? etc etc

Window cleaning, house cleaning require a city license only which is easily approved and issued quickly.
Not alot of expenses involved with this, but you may want insurance to protect against damage liability.
