When I was a kid my grandma used to use the "scrubbing bubbles" foam stuff on our harder shoes and just throw our cloth shoes in the washer with bleach and then let them air dry( they usually won't shrink if you let them air dry as opposed to machine drying them).

I work in a factory and my tennis shoes get super dirty....I use Simple Green...spray it on over the sink...let it sit for 20 seconds and use a hand brush to scrub the dirt off. It works terrific!
If the laces and cloth are still dirty I take out the pad insert and wash the tennis shoes and pad insert in the washer afterwards. Air dry.

Broghten up your dingy white shoes or tennis shoes by rubbing them with a cloth dipped in half- strength ammonia--that is, a solution made of 1/2 ammonia and 1/2 water.

Maybe using the "Magic Eraser" it will get rid of the scuff marks.
A fairly good quality shoe can be washed in the washer but air dried. When we were teens we used to use white show polish on out canvas shoes.

If they are cloth use a mixture of oxi-clean and water and scrub with a white cloth. If not cloth, then Mr. Clean erasure is the best.
