A study of U.S. foreign policy would certainly seem to indicate that many U.S. presidents have thought so. We have either propped-up or installed dictators throughout the world: The Shah of Iran, Batista in Cuba, Pinochet in Chile, Trujillo in the Dominican Republic (the one of whom was said, "Yes, he may be a sonofabitch, but he's OUR sonofabitch"), Marcos in the Philippines, and Hussein in Iraq (throughout most of the 70s and 80s), just to name a few.
Of course, while we said the aim was to maintain "peace and stability" in the affected regions, the purpose was either:
A. A way to keep communism from spreading, or
B. A way to keep U.S. corporations in business.
Usually a combination of both.
And then, of course, once the dictator was no longer useful to us (or, indeed, he was becoming an embarassment) we orchestrated his removal...just as we did Saddam Hussein.
The sad part is most American have no idea these things have been done in our names, and keep wondering why the world is growing to fear us. It's because most people in the world actually STUDY history...including U.S. foreign policy.

Only if you believe the people in a particular country are ruthless savages in need to be kept in check. NO, murderous dictators are not necessary at all.

My answer to this question is no and that in most cases they keep peace from ever occuring. However, in some cases there have been situations where these types of dictators have helped to keep the peace, i.e. Saddam, however, that is touching another subject all in itself. When one thinks, one wonders where was all this sectarian violence before the invasion?
