At one time I hear that it was illegal because if for some reason you needed to pull off of the road real quick and you didn't see them then you would hit them. But where I live, there are always cops sitting on the side of the road in the middle of the night with no lights on, I don't think it is right but what can we do but complain to them about it.

if theyre cops everything is legal for them even driving like a maniac, running red lights, etc. they will always be able to get away with it
It would be a good idea for them not to try to be on the side of the road trying to catch speeders though, because recently a cop got ran over by somebody, he ended up dying in the hospital.

Sitting on the side of the road without any hazard or headlights on is very dangerous. A police officer would know better.

Tucking safely into a cove or behind some other cover is another story. That's when they get you.

Just drive the speed limit.
