Ram: 256kb

My computer boots and runs extra slow.
CPU fan does not run.
Case fan dose not run
When coumputer is turned off the USB ports still are powered
Networking port dose not work

Things I have tried......

replacing Power supply with a new tested.one

ummouted motherborard from case diconecting all but HD moitor mouse keyboard. (fans now work)

I Have Fixed the problem by refomating the Hard Drive and re installing a Fresh install of XP.

All is running fine now

It seems that a portion of your motherboard gets grounded to the case. It affects the +12V rail, thus no power to the 12V fans. Check for screws or wire that could be touching the backside of the motherboard. In most motherboards, there is a speed sensor for the processor heatsink fan. If slow or no fan RPM is detected, auto shutdown is activated. This is a safety feature that seems not present or not working in your motherboard.

The +5V SB always stays ON as long as the PC is plugged to the AC outlet. USB uses +5V.
