Is it an optical mouse or does it have a ball.

If it is a ball version then take the ball out, clean it and also clean off the rollers inside the mouse.

If it is an optical version then it might be the surface you have the mouse on. The mouse relies on light being scattered as it is reflected off the surface the mouse is on. If you have a very smooth uniform surface then it might not be able to detect the movement.

If it is a regular mouse, you can take the ball out and clean it with alcohol. This usually does the trick.
