He promised me to get some major stuff done in the house and it's in the contract, too.
Can I just pay him less next month?

No, don't
You need to do the following: Send a certified letter to the landlord outlining the issues. In the letter indicate that he has 7 days in which to fix the problems. If he does not do so within that time, it is considered a breach of contract and you can break your lease and move out if you wish. You can also take information to your local county clerks office and file it with them and pay them the rent until he fixes the problems. the money will go into a secured escrow account.

I don't think paying less is the solution. In fact, it could just give him cause to not do the work. If a reasonable amount of time has passed and he has not done the work then consult a lawyer. That is the only way you will know your exact rights. Those rights will vary depending on the terms of the lease and the law of the state where you live.

Pay the same amount of rent every month as stipulated in your rental agreement, don't give him due cause to get you thrown out of "your space", besides two wrongs don't make a right.
Explain your situation to a real estate attorney.
Maybe even pay your local library a visit and check out a book on tenant's rights. Your local library is a good place for a wealth of information.

if you have a legitiment complait against your landlord you can go to the county courthouse and set up an escrow account to place the disputed rent monies into. when you do this you do have to proceed with a lawsuit but you cannot get evicted for not paying rent, you are paying but it is in an escrow account untill the court judgement. after the judgement any monies due are removed from the account and any leftover money is yours. i reccomend speaking with an attorney on how exactly to proceed as it can vary from state to state. you may need to serve him a legal warning/order to correct the issue before you can start an escrow account.

No you cant do that unless the landlord approves it, otherwise he can evict you within 30 days! And even worse, he can take you to court to get the money! If I were you, I would tell him seriously that if he doesnt fix the stuff, you are going to put in a 30 days notice to evacuate the premises and you will report him to the BBB.

The answer to this varies greatly from place to place.

You need to ask somebody locally about it.

I doubt that paying less rent will help, probably just piss the landlord off.

No, you can't pay him less. Never trust a landlord. ;-) In situations I've had with landlords in two states and one country abroad, unless you take them to court, which can be costly, there's not much you can do.

If it is something like -- The oven doesnt work or the sink leaks and is a nuisance. I belive what you do is not pay rent until he fixes it. But that does not mean you can spend your rent money. Otherwise what you can do is fix it yourself and tell him to take it off the rent. Good luck

I think that in most states that you can deduct that from the rent. I would speak to them first though and give them a set amount of time to get the work done
