Karung guni used to collect newspaper,old clothes, tv, computers, fridge, etc.
Anyone who has any latest info that they need to apply a license to do that?

Technically, yes. It should be subject to the House to House and Street Collections (HHSC) Act which states that:

"a HHSC licence is required if one promotes a collection by way of appealing to the public, made by means of visits from house to house or of soliciting in streets or other places or by both such means, for money or other property."

There are exemptions from the requirements of a licence if the collection is for a charitable cause.

They only need 1 license.
Either class3 /4 is enough.
