it's a difference. tattletaling is when you tell on someone for doing something sneaky (like if your little brother took a cookie without permission and you told or something like that). but telling about something big is a whole different story. like, you said, if your child is getting picked on, or a big situation happened, then it's okay to tell.
so basically, tattletaling is getting someone in trouble for little baby things. and telling something important is what you described in your question. (oh and i'm growing up with the philosophy not to tattletale) ^_^

There is a difference between tattling and reporting. Tattle taling is specifically done to get the other kid in trouble. And you can usually tell when that is the case. Reporting is when they come to you if another child is hurting them or someone else (that means emotionally, too) or will not leave them alone, or is doing something that is dangerous. Sometimes it is important to tell. But if it is only to get someone else in trouble, that is a different motive. Kids need to learn that that motive is not right. But it is okay to tell on another kid if the actions thay are doing will result in something worse happening, either emotionally for someone, or physically for someone, then I would definitely want my kids to tell. Sometimes my kids are just nitpicking everything their brothers and sisters are doing : "Mom, Kaity didn't wash her hands!" "Mom, Corbin is playing with his food!" and that is tattle taling. But if it is something serious with serious consequences, that is different. You get the picture. :)

I do not think it's good to tell kids not to tattle. Unlike many kids, I've been taught to, "Tattle, tattle, tattle," by my teachers. When a kid presents a problem to a teacher, and the teacher or parent says not to be a tattletale, he or she is showing indifference to the kid's situation... no different from saying, "I don't care about you or your problems. Go away. I'm busy." The adult is supposed to want to help the kid! Yeah, it's not right for someone to tell a kid not to tattle, and luckily, I've been taught to, "tattle, tattle, tattle."

I grew up with telling my mom what ever was going on. She couldn't just come up to me and tell me everything unless it happened to me.. That's basically how it all went. I don't think they will be able to learn things on their own because they are still young and perhaps vulnerable and still need to be put in that situation. It's better to tell them to come to you for help.

tell them whats 'important' like hitting and word abuse, but tell the child not to worry if the other is just plain bratty. if the other is starting fights, tell your child to 'tattletale'.

I told my daughter to always tell stuff to me.If something happens at school,I told her to tell if its major,other than that,if she didn't know if she should tell-come home and tell me and I'd help her decide.It seems to work pretty good.

i always tell my lil sibs. that they MUST tell someone (especially me cause i got their back!!) if they have some kind of problem. : )
