Your question assumes that both the USA and China ARE a threat to the "world" and that one or the other nation must "surpass" the other. Both the USA and China are superpowers and their governmental policies are first and foremost to benefit their own people.
Whichever country first develops the technology to mine lunar resources of Helium 3 and use it in fusion reactors will likely surpass the other.

Given that most wars are started by the USA then I'd have to say that they are the bigger threat. Many but by no means all people in the west seem to think that China is the enemy but this is due to a prevalent Cold War mentality where any country that's communist is determined to 'spread the revolution.' Also after 2 centuries of dominance, some westerners are reluctant to accept that they're no longer a major player. Most accept that the world is different now but a minoirty still cling to old ways of thinking.

Have to consider which of the two countries have been more aggressive to other countries since WW2 and that's the US. Some examples.
1. In Iran, The overthrow of Iran's Prime Minister Mossadegh in a CIA-backed coup in 1953 and installing the Shah Pahlavi
2. In Vietnam, The Vietnam War.
3. In Panama, the overthrow of Noriega.
4. In Iraq, this current war is expensive in $$$ and military/civilian lives.
Some consider China the superpower in second place behind the US and a quick look at who's buying the US debt (bonds) and China is right there.
China is still communist and majorly atheist therefore a democratic country like the US is better for civil rights freedoms.

China... Growing economy with limited environmental concerns. Huge population to control and feed.
The current form of government of capitalism led by communism is an experiment. Civil strife could occur from rich getting richer and communist taking it away.
Limited raw materials within country, military action in surrounding countries may become a policy (do you hear me Russia with your Siberia just sitting there).
USA. A country in decline from strife within from many sources. To blame just one or two groups would be easy. The real reason is we did it to ourselves. Only saving grace is we have a strong military to defend ourself from anyone.
China, IMHO, is the bigger threat...

US Friends: Democracies and moderate governments.
China friends: Sudan, Iran, N. Korea, Venezuela, Cuba etc.
China threatens to invade Taiwan in order to annex their territory.
Now which nation would _you_ rather have for a friend?
