I have taken the carb. off and fully cleaned it, everything that can be taken off and cleaned that is, and have put a new diaphragm in it but it didn't help. It does not have a fuel/air mix needle on it so I don't know what else to do. New gas, clean tank, new plug, air filter all to no avail. It does have a "jet- pilot" on the side that I think is open and clean, but it makes no difference if it is screwed all the way in or out. At times it acts like it is starving for fuel and other times seems to be flooding. I am at a loss. Sometimes loosening the gas cap will make it speed up and sound better, but the next time I try it, it makes it stall even worse. After 20-30 minutes, it seems to catch up with itself and run a little stronger, but the first 5-10 minutes it is a bear to get going! The motor does not have very many hours on it so it can't be a real big problem, but what is it?

Two things:
Did you check the gasket where the carb attaches to the engine? Could be leaking there.
Here's a trick I discovered for finding vacuum leaks. Once you've got it going, take a can of carb cleaner and spray short puffs on areas that you suspect. When you hit a leak, it will inhale the cleaner, the mixture enriches and the engine will speed up and smooth out.
Finally, as a last resort check the timing.

it could be your gas tank vent cap is stopped up you should try clearing it.
