When I was looking into the dwarf frogs, the guy at Petco told me they are really fragile, so maybe they are just not meant for your tank. 50-75% water changes every week is a LOT, you are only supposed to change 25% a week, or 50% once a month. Also, you are maxing out your tank with all the animals in there, so maybe the frogs are sensitive to the overcrowding. You should shoot for one inch of mature fish per gallon of water, which in a ten gallon tank, you will only have about 8 gallons of water due to displacement from the gravel, plant and decorations. Therefore, you should only have 8 small animals in there, which you already do, and adding the two frogs pushes it over the edge. If overcrowding is the issue, the simple solution is to not buy more frogs. You can also have your water quality tested for free at your local petsmart or petco- there are more things to consider besides just pH, and they can help you with that. Ammonia can be a biggie, especially with overcrowding, so definitely get it checked. There are things you can do to keep an overcrowded tank balanced, but it takes a lot of work, and you'll have to stay on top of it. Hope that helps!

If he's floating TO the top, it's sick. If it's floating ON the top..it may be dead.
The dwarf frog needs to be kept in a filtered aquarium (is it filtered??) and needs to have good water parameters. How is your water tests? Water needs to be changed (in a 10 gallon aquarium with filtration) about 10 - 25% every 2 - 4 weeks or as your water tests show.
If it's floating to the top, start testing NOW!

poke him to see if he moves of he doe sthen you are good. if not then sorry for your loss. It is actually very uncommon for an african dwarf frog to die floating, normally they sink. When they float it is usually becuase they are lazy and don't want to go up and down for air.
~good luck!!!

It may not be anything. They have to breathe air and he may just being lazy by not swimming to the top each time he needs a breath, especially if your tank is over 12" deep (it shouldn't be to keep them).

See "habits" a little more than halfway down this page: http://allaboutfrogs.org/info/mypets/dwarfs.html
