That symbol represents the "Black Hand". It's a type of extortion practiced by early gangsters and the Mafia. They used to send letters to victims to extort money and would sign the letters with pictures of daggers or hangmen nooses and a black handprint. I know it's referenced a good bit in the Godfather movies.
