I can't stand going on in public. If I walk on a busy street I get 5 different cars honking at me and whistling and the rest all just stare at me. It's so uncomfortable. What is wrong with my town? Is it my town? Does anyone else have this problem? what can i do...

The toilet paper thing made me laugh, and to the girl who said I'm not very pretty, that's my point exactly, it's why it frusterated me because I know I'm not and it still happens. I actually live in a very upper class town, but your story was interesting. I've had guys ask me for rides home too, it's scary!

I've had the same problem. As a wrinkled 56 year old man I've had many horn toots and screams of "move it you filthy old pig". I know they secretly desire me also but I won't give them want they want!!!!!!!!!

I think you are very pretty. If I were a man, I might be tempted to say something myself.
Men, listen up. The problem, I think, is not the attention itself, but the style of that attention. You talk to a pretty woman as if she were a whore. Honking and whistling...would you want a strange man to treat your sister, girlfriend, wife, mother, or daughter like that?
Try saying something like, "Good morning, miss. You're looking really pretty today!" or, "Hello, beautiful lady! Have a good day!" The woman might actually appreciate the compliment and say "Thank you!" or "You have a good day, too!"
Leah: You can't do much about stares, unless they're staring you in your face or following you. Here and there, if you feel safe and strong enough, if a man says something that you find insulting, tell him so: "Sir, think about this. You just spoke to me in a manner I find insulting. Would you want a strange man to talk to your wife or sister or daughter like that?" Once in a while, if you're in really safe public place and you feel you won't get punched out, harrass him and follow him a short distance with those words.
However, if a man gives you a sweet, polite, respectful compliment, thank him.
Decades ago, some organization distributed cards for women to hand out to men who spoke to them impolitely in the street. The cards had a message along the lines of "what if someone spoke to your wife, mother, sister, daughter, or female friend like that?" You could contact a feminist organization like NOW and ask where to find such cards, or you could have them made yourself at VistaPrint.com.
Addendum: I've found an article online dealing with this topic, and here's a quote from it:
Benard and Schlaffer's empirical study indicates that there are some places, such as small villages, in which street harassment does not occur. This discovery led the authors to conclude that harassment is confined to the "genuinely public world," where people are strangers to one another. Apparently if someone exists for you as an individual, you are less likely to harass her -- a fact reflected in the proto-typical question used to confront harassers:
"Would you want someone to treat your sister (or wife, or mother) this way?"

I used to live in a poor neighborhood when I was younger ( a teen) and had a similar experience.
It really sucks. I remember when I was around 14 or so, an old man stopped (while I was walking) and asked me if I needed a ride(I was so scared). I waved my head but he kept following me. He followed me all the way home, but I went to my neighbors house and told him what was happening. He pulled out a rifle and walked outside to look at the dude. I have never seen anybody take off so fast,since!
I don't live in that part of town anymore, and I never see anybody get that kind of reaction.
I think it is just your neighborhood.

People are attracted to you and you should take it that way as long as that is all they do. The time will come when the honks and whistles will end and I hope you do not miss it.

It's not you, it's people who can't control themselves. Their fault.
If it bothers you I would suggest bringing a hoodie or a sweatshirt around with you, and when you go outside wear it with the hood up.
