This process was begun by Pres. James Monroe, which he articulated in his second inaugural address in 1821. This was called the Monroe Doctrine.
It was further expanded by Pres. T. Roosevelt in what was known as the Roosevelt Corollary which stated that the USA could intervene in the affairs of Latin American countries.
