It's sarcasm and it's meant to call everyone's attention to your inappropriate behaviour. The hope is that with all eyes upon you, you will shrink under the glare and behave yourself or risk further humiliation.

Because they're trying to assert their authority and take back control of the classroom. If you don't believe me, try saying, "Of course I do, I wouldn't be laughing otherwise...DUH!" and see what happens!

They said that a lot in grade school... I had to tread lightly in grade school cuz I told a teacher to go to h-e-l-l... So when they said "Is something funny??" I had to kiss butt and say "No, sir.

They are trying to itimidate you with their glare and calling you out in front of your peers. If you get smart, you will get detention.
