What you're seeing is probably "fungus" on old food. See a photo of this stuff growing on a dead bug: http://www.visualsunlimited.com/images/watermarked/227/227311.jpg

What's in the photo is about a day's growth. In time it will get thicker, so what it's on can't be seen.

This won't harm your fish unless it's severely stressed or has an open wound, but having leftover food will raise your ammonia, nitrite, and nitrate levels in the tank.

It also sounds like you could be overfeeding the fish. What you describe could also be left over flakes from feeding withou a "fungus" growing on them. Only give what they can eat in 2-3 minutes twice a day and net out any left after that time. Use a siphon during cleaning to remove any debris (and about 25% of the water) once a week.

change the water.

if the tank is un-filtered ammonia will build up in the bottom of the tank. you should set up a small holding tank and allow it to become room temp to hold your fish while you change the water.

after changeing teh water in the main tank again allow it to become room temp before putting the fish back in.

a sudden change of as little as 4 degreed can make your fish sick .

Is it a female betta? Could be eggs, if not just clean out the bowl. I don't know what it is, but it can't be good for the fish.

Tank gunk/poop. Change the water soon, it can be pretty gross. Oh, and it'll smell fishy when you clean the tank.
