An alcoholic gets drunk all the time, whereas a drunk could be drunk once and then never drink again and have never taken alcohol before.

They're the same. An alcoholic is somebody who is seeking or has sought help. Alcoholic is the 'politically correct' term. Like calling a garbage man a "sanitation engineer."
