Used to be that the inclination of the spin axis was calculated one way. The pole over which the spin appeared counterclockwise was called 'north pole' and the axis was calculated from that.

under that rule, the tilt of Venus used to be 177.4 degrees.

The International Astronomical Union changed the rule so that the pole located on the 'north' side of the ecliptic plane is called north.

Now, we say Venus has a tilt of 2.6 degrees, but a 'retrograde' spin.

Under this new rule, it is impossible to have a tilt greater than 90 degrees. If the axis is tilted so that one pole is more than 90 degrees away from the north pole of the ecliptic, that means that the other pole is closer than 90 degrees. Therefore, that other pole will be called 'north'.

For Uranus, the tilt is 82.2 degrees.

Under the new rules, Uranus wins.
