Most computers can be turned off using a manual override.
Press the power button and HOLD it in for about 5-7 seconds. The system will go off.
Note that doing this too often may cause problems, and can lose you information or recent changes. (Windows saves settings etc during shutdown, which is why it sometimes takes a while.) The system is not shutting down due to a problem. Sometimes you can get the system to go through the shut down once and it will continue to do so regularly. Try booting into SAFE MODE (F8 during boot sequence) and then use the Shut Down feature from there. Once the system has gone through the shut down in Safe Mode, it may more easily go through the shut down when NOT in Safe Mode.

Im on xp, and my comp occasionally does that so i either press the off switch for 8 or so seconds, or go to log off, switch user, and shut down from the user choice screen.

the safest way is to press and hold the power button until the system gets turn off and then switch off your UPS or power supply.
I would suggest you to contact Microsoft through online or phone to convey this problem in their product as many might be facing like U n they may resolve the issue.

I'm on XP, but shut down usually do'es it. Try it with the power button on the tower instead, as long as you've shut down all your programmes first.

if it goes to another screen, leave it for a bit, it could be sgutting down, it usually freezes after a bit before going black screen,
if this doesnt happen, and you have no message telling you its safe to turn off, contact the peron who sold you the computer.
But if at any point you get a computer message telling you it is safe to turn off your computer, then its telling you to manually press the button on the hard drive to get the computer turned off.

Only if nothing else works, you can press and hold the power button. It should take about five seconds.
