CoCl2 reacts with sodium potassium tartrate. The resulting complex tris(tartrate) is oxidized to Co(III) by H2O2. There would be several intermediates. For a reaction this complex, there could never be one transition state. In addition, the product could be resolved into enantiomers. But you knew that!
