With so little jobs, how do they pay the bills? I can understand why more people are moving to the big city because of the many jobs to work from but dont understand how people manage to live in small rural towns.

I have never lived in a small rural town in my life so please help me understand this.

Lots are retirees who want green yards , gardens , and here , lots want space for their horses .
Some are families who want their kids in a safer environment so they sacrifice the higher paying job but they get cheap housing so it works if they have kids .
If you have a job with any of the major employers
(utilities , mines , railroad or the like ) then you make city wages and get large houses cheap . My nephews had houses and trucks and boats by the time they were 25 .
All depends on what kind of work you do and what you want .
