A plastic polish works good...keep in mind that discoloration that is "in" the plastic won't go away...

I had some really badly oxidized headlamp lenses.
First I buffed them with a buffer, that got most of the crap off, then i got some rubbing compund and worked them until they were clear,
then i used some polishing compound to make them shiny again.
finally, I waxed them several times.
now when i clean them, i just use some bug and tar remover, then wax.

everytime i wash my car, i use armour all or even brake fluid or any oil base liquid on the headlight covers and it is just temporary, but it beats replacing it with a new one that is just going to get dull again

There is a great product called FLITZ....This will do the trick.Cost is about $19 bucks.Just follow the directions.You can pick it up at most automotive parts retailers.Good luck.

I have used tooth paste in the past and it does a pretty good job, but try it on a small area first just to see what will happen.

lubricating spray cheap quick and effective it wont remove it but i guarantee it will look new and brighter you can even use black magic it will last a lot longer than the lubricating spray would just spray on the lens cover and dont wipe off

If you are referring to the lens, then a glass cleaner will work. You can also use rubbing alcohol.
