Actually, it can't be foggy without being cloudy, fog is low lying clouds.

Actually fog is a bunch of clouds that got to close to land because temperature is to cold and the water into it got to heavy for the cloud to keeps high altitude.

I hope so, fog is falling clouds isn't it, from the density of the air etc......I think!?!?!

Yes... I've seen ground fog about 4foot deep and cloudy above...
