Actually, it can't be foggy without being cloudy, fog is low lying clouds.

Actually fog is a bunch of clouds that got to close to land because temperature is to cold and the water into it got to heavy for the cloud to keeps high altitude.

Yes... I've seen ground fog about 4foot deep and cloudy above...
