They can do only one thing.

They cannot dictate troop levels or how long the troops will be there, that is the constitutional job of the President, not congress.

So if they will not do their jobs, what can we do?

They can fund or not. Why will they not do their job?

I am not certain congress can rescind the use of force, and that is not the one thing they can legally do.

thevillageidiot - you seem much sharper than your name, congress is not supposed to be worried about popular, they need to do their jobs and let the chips fall where they may........either fund or don't and accept the consequences of their legally required actions, somewhat like what the President has done.

They can only cut funding for the war. If they cut funding it looks like they are abandoning the troops by cutting food, medicine and ammunition they need to fight the war.

To Bill - Congress can not undeclare a war. Once they give the President the power to wage war only he can declare the war over.

they can dictate the troop levels in Iraq. they can over turn anything the president says with a 2/3 vote. all the branches of the government has check and balances so that no one is more powerful than the next guy

They also have the ability to take away any authority that belongs to Congress, like declaring war and the legislation that oversteps what politicians should be doing! Presidents don't declare war, especially when we were never attacked by any government. Iraq had nothing to do with terrorist or 9/11!

The Democrats have the majority votes in Congress, but they do not have sufficient votes to over-ride the President's veto, which is 2/3rds of the entire Congressional vote.

Um, Congress has the power to declare war. You'll recall they gave a "use of force" authorization, yes? You'll recall the administration was happy to have that, yes?

If they can give it, they can take it away. Ta da.
